When the User Preferences Window displays, it populates the Allow List in Area (1) with IM Accounts which can currently see and send messages to you, and it populates the Block List in Area (2) with IM accounts which can't see you or send messages to you.

Use the Chevron Left and Right Arrows in (3) to move an IM Account from the Block list to the Allow list or vice-versa.

To allow a person to contact you using instant messaging, you need to create a contact with the person's IM account details.  In the Privacy settings page, you can decide whether to place new contacts automatically in your Allow list or your block list, or prompt you for the list in Area (4).   In order for you to start an instant messaging session with the new contact, the other person has to also add your IM account details, and add you to their Allow list.
